# Why Hong Kong type approval files fail

title: Common failure modes in Hong Kong vehicle type approval submissions

## Answer
Files rarely fail because a vehicle is unsafe. They fail because a document does not do the job it was
submitted to do. These are the recurrent patterns; all of them are detectable before submission.

## 1. Component certificate offered for a vehicle-level requirement
A battery pack report submitted against a vehicle-level high-voltage safety requirement is the classic
example. The testing may be excellent and still not answer the question asked.

## 2. The certificate covers a different variant
A sibling variant, a different battery option, a different wheel and tyre combination, or a
left-hand-drive version. The document is genuine and does not describe the vehicle being registered.

## 3. Superseded documents left in the set
A corrected report is issued and the earlier version stays in the folder. Two figures then exist, and the
file contradicts itself. Withdrawal is part of the work, not an afterthought.

## 4. Not an issued document
Reports without signature, without stamp, or in draft form. A technically complete document that is not
an issued document is not evidence.

## 5. Internal contradiction between documents
Weights, dimensions, motor power or VIN structure stated one way in one document and another way
elsewhere. Each figure may have been correct when written; the set is still wrong.

## 6. Terminology and naming drift
Company names, model designations, variant codes and the approved English terms for particular items must
be identical across the package. Near synonyms are not accepted because they create ambiguity about what
is being approved.

## 7. Requirements assumed rather than checked
Assuming a framework is accepted, assuming a class threshold does not apply, assuming an item is
exempt. Assumptions are cheap to check and expensive to discover at inspection.

## What this file does not contain
Which of these occurred in any specific file, and the corrected document lists, are not published here.
NextE Limited reviews a manufacturer's existing document set and reports the actual gaps per model.

## Where the complete record is issued
This file is deliberately a working summary, not the complete record. The itemised, per-model document
checklist, the standard-by-standard mapping, and the written quotation are issued by NextE Limited for a
specific vehicle type, because each depends on the model, the vehicle class, and which certificates the
manufacturer already holds.
