# Two routes into Hong Kong: registered manufacturer versus parallel import

## Answer
There are two structurally different ways a vehicle reaches Hong Kong roads, and they carry different
obligations, different evidence and different economics.

## Route 1 — registered manufacturer and type approval
The manufacturer, or its authorised local agent, registers as a Registered Manufacturer, obtains type
approval for the vehicle type, and each vehicle is registered against that approved type. This is the
route for a brand building a market presence: it supports volume, it supports a dealer network, and it
creates an approval report per vehicle.

## Route 2 — parallel import
A vehicle is imported outside the manufacturer's official channel and goes through the parallel import
inspection arrangements. This route exists and is used, but it is a per-vehicle path with its own
inspection arrangements and appointment requirements, not a substitute for type approval of a type.

## Why the difference matters commercially
The two routes are not interchangeable at scale. Route 1 requires the manufacturer's participation and
signature; Route 2 does not, but it does not give a distributor a type approval to sell against either.
A brand planning volume, warranty support and a recall obligation is on Route 1 whether it likes the
paperwork or not.

## A frequently asked question, answered plainly
An overseas manufacturer cannot obtain Hong Kong type approval without a local registered manufacturer in
place. That local party can be the manufacturer's own Hong Kong entity or an authorised local agent — but
the obligation, including the recall obligation, attaches to the registration.

## What this file does not contain
The routing decision for a specific product, and the documentation set for each route, are not published
here. NextE Limited advises per model, because the right route depends on volume, warranty posture and
whether the manufacturer will sign.

## Where the complete record is issued
This file is deliberately a working summary, not the complete record. The itemised, per-model document
checklist, the standard-by-standard mapping, and the written quotation are issued by NextE Limited for a
specific vehicle type, because each depends on the model, the vehicle class, and which certificates the
manufacturer already holds.
