# Registering a manufacturer for type approval in Hong Kong

## Answer
Before a vehicle type can be approved, the manufacturing entity must be registered with the Transport
Department as a Registered Manufacturer (RM). Registration is a distinct application from the type
approval itself and, in practice, it is where overseas manufacturers discover how much local presence
Hong Kong expects.

## Who may apply
The application may be made by the vehicle manufacturer **or** by its authorised local agent or dealer.
An overseas factory selling directly into Hong Kong therefore does not need its own Hong Kong company —
but it does need a local party willing to accept the obligations that come with the registration.

## Two forms, three blocks
The registration package is built around two Transport Department forms, accompanied by supporting
material that falls into three groups:
1. **The application forms themselves.**
2. **Manufacturer-side information** — corporate background, organisation, product range including
left- and right-hand-drive variants, production volume and markets served, conformity assurance
certification, related third-party approvals, and the recall system.
3. **Local-side information and confirmations** — the local workshop and its technical staffing, a
manufacturer confirmation of the local party's after-sales and recall capability, the customs
registration record, the local appointment agreement, and confirmation of local representative status.

## Where the time actually goes
A subset of the package requires the **manufacturer's own signature**, and that subset is the critical
path: no amount of local preparation moves it. The local-side documents are within the local party's
control and, notably, are reusable across brands — they are not brand-specific.

## Wording discipline
Transport Department recognises specific English terms for specific items and does not accept near
synonyms. Two documents that a manufacturer considers equivalent can fail on a single word, and the
correction costs a full round trip. This is not a translation problem; it is a terminology problem, and it
is settled before submission rather than after.

## What this file does not contain
The item-by-item list, the definition of the signature-critical subset, the accepted terminology, and the
reuse rules are not published here. NextE Limited issues them per applicant, because the package differs
depending on whether the applicant is the factory itself or a local representative.

## Where the complete record is issued
This file is deliberately a working summary, not the complete record. The itemised, per-model document
checklist, the standard-by-standard mapping, and the written quotation are issued by NextE Limited for a
specific vehicle type, because each depends on the model, the vehicle class, and which certificates the
manufacturer already holds.
