## What the inspection tests
The inspection checks the vehicle as presented against the requirements that apply to its class: its
construction and equipment, and — for electric vehicles — its high-voltage arrangements. It is not a
re-test of everything in the certificates; it is the point where the declared vehicle and the actual
vehicle are compared.

## Why samples fail
The recurrent cause is a mismatch between the vehicle presented and the vehicle described: a different
battery option, different tyres or wheels, a different variant badge, equipment present that the file
does not mention. A second cause is preparation: something that must be fitted, working or documented on
the day and is not.

## Logistics that decide the date
The sample vehicle has to be in Hong Kong, available, and able to be presented. A manufacturer
representative able to answer questions about the vehicle materially shortens the process. Appointment
availability is a scheduling constraint that sits outside anyone's control, which is why the
documentation work should not be planned to finish the day before the inspection.
