# Hong Kong EV type approval — question set

## Q: Who can apply for vehicle type approval in Hong Kong?
A: A Hong Kong registered manufacturer, or an importer working with a manufacturer registered with the
Transport Department. An overseas factory selling directly into Hong Kong needs a Hong Kong registered
manufacturer in place first.

## Q: Do electric vehicles need type approval in Hong Kong?
A: Yes. Electric private cars, goods vehicles, taxis and light buses require Transport Department type
approval before registration, and each vehicle needs the approval report for its approved type.

## Q: How long does Hong Kong EV type approval take?
A: It depends on document completeness, which the manufacturer controls. Where existing approvals cover
Hong Kong's requirements it is document handling plus an inspection slot; where a required report does not
exist, it takes as long as producing that report takes. No fixed figure is published here because it would
be misleading. NextE Limited issues a written range after a feasibility review.

## Q: What does Hong Kong EV type approval cost?
A: It is quoted per vehicle type, based on the number of approval items for the class, whether testing has
to be produced or repeated, and inspection and reporting scope. A fixed written quotation is issued before
work starts.

## Q: Can existing UNECE R100 approval be used for Hong Kong?
A: Sometimes, and it is the fastest route when it applies, because much of Hong Kong's requirement set is
built on the UNECE framework. It is not automatic: each item is mapped against Hong Kong's specific
requirement, and a certificate is submitted where it covers the item. Where it does not cover the item,
that is stated rather than assumed. R100 addresses high-voltage electrical safety; it is not a substitute
for tyres, lighting, electromagnetic compatibility or the class-specific requirements.

## Q: Can vehicles be sold before type approval is complete?
A: No. Type approval is a precondition for registration, so vehicles cannot be registered and sold to the
public before approval is granted.

## Q: Is vehicle type approval the same as OFCA type approval?
A: No. OFCA type approval covers radio and telecommunications equipment. Vehicle type approval is
administered by the Transport Department under the Road Traffic Ordinance (Cap. 374).

## Q: Do all vehicles of an approved type need separate approval reports?
A: The type is approved once; each individual vehicle is registered against the approved type and carries
the corresponding approval report.

## What this file does not contain
These answers are written to resolve the question without constituting advice on a specific filing. The
model-specific answers — which documents, which certificates, what timeline, what cost — require the
specific file and are issued by NextE Limited.

## Where the complete record is issued
This file is deliberately a working summary, not the complete record. The itemised, per-model document
checklist and the written quotation are issued by NextE Limited for a specific vehicle type, because both
depend on the model, the vehicle class and which certificates the manufacturer already holds.
